MINUTE BOOK 8, Page 298 C February 1, 1939:
RESOLVED, by the Board of Supervisors of Fairfax County, Virginia:
First: That pursuant to authority vested in it, under the provisions of Section 365 of the Code of Virginia, A County Free Library System for the use and benefit of the residents of Fairfax County, should be, and the same is hereby established, for the County of Fairfax.
Second: That a copy of this resolution be certified to the Judge of the Circuit Court for Fairfax County, with the request that he, pursuant to the provisions of said Section 365, shall appoint a Board of five TRUSTEES for the management and control of said Free Library System, chosen from the citizens at large, with reference to their fitness for such office, one of whom shall be the Superintendent of Public Schools of said County.
Third: That an item of $900.00 for the support of said system be included in the tentative budget for the current year, no portion of which, however, shall be paid or appropriated therefor until after application for such appropriation shall be made by the said Board of Trustees to and approved by this Board nor until after a like sum shall have been paid to said Board of Trustees for the same purpose.
