Board of Trustees Policy Manual

The purpose of this manual is to provide to the members of the Fairfax County Library (FCPL) Board of Trustees, the Library Administration and staff, all of the basic statutes, regulations and policies pertinent to the overall direction of FCPL

Library Funds

  1. The Library Board shall be responsible for requesting adequate financial support for the Library System from appropriate funding bodies. With the participation of the Director, the Library Board shall adopt and present for funding an annual budget request with supporting justification to the Board of Supervisors through the County Executive.
  2. The Library Board shall be responsible for recommendations to the Board of Supervisors for authorization of special financing needs, such as bond issues and applications for grants.
  3. The Library Board adheres to County management policies and systems governing appropriation and expenditure of funds, use of resources, planning and capital projects.
  4. The Library System receives common services such as buildings and grounds maintenance, utilities, communications, personnel, planning, and other administrative support from Fairfax County.
